Is Digital Sabotage a Convenient Excuse to Kill Transparent E-Bidding?

The push for electronic bidding in public procurement was hailed as a revolutionary step toward eliminating cartelism and ensuring fair competition. By moving the process online, the government aimed to minimize human interference and physical intimidation often seen in traditional manual bidding. However, a troubling pattern is emerging where critical e-bidding processes are being scrapped under the guise of hacking or technical failures.

Critics argue that these claims of cyber insecurity might be a calculated strategy to dismantle digital transparency. When an e-bidding portal is suddenly shut down or a tender is canceled due to alleged unauthorized access, it often forces a return to physical submissions. This regression benefits those who thrive in the shadows of the old system, where influence and muscle power can dictate who wins a contract.

While cybersecurity is a legitimate concern, the lack of detailed forensic evidence in these hacking incidents raises eyebrows. Instead of strengthening the digital infrastructure, authorities often take the easier route of cancellation, leaving honest bidders in the lurch. This trend not only stalls development projects but also signals a potential retreat from the digital-first governance that was promised to the citizens.
