Proposed Legal Changes Threaten to Strip Nepal Rastra Bank of Its Autonomy

The legislative effort intended to modernize and strengthen Nepal Rastra Bank (NRB) has taken a controversial turn. While the primary goal of amending the NRB Act was to bolster the central bank’s stability, recent decisions by the parliamentary Finance Committee suggest a significant erosion of its institutional independence. Critics argue that these changes could strip the bank of its autonomy, essentially transforming it into a subordinate department under the Ministry of Finance, much like the Insurance Board or the Securities Board of Nepal.

The proposed amendments have sparked concerns that the central bank might lose its unique status, placing the NRB’s Board of Directors and the Governor in a precarious position. This shift in governance structure risks making high-level officials susceptible to political influence. Instead of operating as a neutral monetary authority, the bank could become a tool for the government’s short-term political agendas, which experts warn could have long-term negative effects on the country’s financial stability.

As the ‘mini-parliament’ moves forward with these revisions, the debate intensifies over whether the quest for regulatory oversight is inadvertently paving the way for political interference. Compromising the central bank’s independence may damage international credibility and undermine its ability to manage the nation’s economy effectively. The focus now remains on whether the final legislation will protect the bank’s integrity or leave it vulnerable to political maneuvering.
